Their fully functioning model is implemented in the game for 6 years now. We get the third different skin colored dwarf, yet there is no option to turn my kul’tiran boy to the already existing skinny model. It seems really like just a minimal effort needed to make it happen, yet it’s nowhere on the horizon.

Bobby has been gone since late last year as part of the Microsoft takeover.
For NPCs, sure. I don’t know if it’s ‘fully functional’ for a player character. That requires far more animations, rigging and the possibility to wear class sets and such.
What a loss. 
But, better Bobby is away. He is awful
