Night Elf cat, Troll bat, Kul Tiran bear, Zandalari moonkin and Highmountain moose on a Tauren druid.
Because why not? Would it really be that lore breaking?
Make it unlockable. Maybe not by leveling different druids to max but maybe by leveling just a different race (doesn’t matter what class).
Why would you want to look like a Night Elf cat? You are a troll. Troll cats rule!
What if I want to look like a Troll cat on my NE druid? Or use a raptor travel form on my regular Troll? Or a regular moonkin on my KT druid?
While i think that would be great customization, i also think that then the individual races would lose some of their flavor.
I think what makes Druid a special class is how each race has it’s own forms. So, i am ok with the way it is now.
It’s probably asking too much, but the Legion artifact forms seem to be mainly for Night elf forms. I would love to see every race have it’s own base forms modified by the artifacts. But, yeah… i’m sure it would be a mountain of work.
Personally I’d prefer new forms that fit the race. For example, a Raptor travel form for Trolls, a hulking Werewolf for Worgen Guardian Druids. Basically just something unique, but still has that synergy with your chosen race.

Every race got their own theme. For example night elf bear and cat forms have tattoos on their face just like the female nelfs. Tauren have their horns and manes and Kul’Tirans their wicker theme. It would be beyond silly to see a troll shapeshift into a wicker beast. It does not fit the profile.
