And that also makes it pretty garbage. It should just apply DoT always and be scaled so it’s not OP with perma DoT.
This makes sense only for crit builds and also possibly mostly when talented to single target (Blade of Wrath), and general rule is probably haste/mastery in PVE. But Ret is fine with any secondary I guess.
What I found pretty funny is that Blade of Wrath without this conduit at least is pretty bad IMO. It sims like 30 DPS higher than Empyrean Power (with Sanctified Wrath in last row) but you also lose free cleave AND free HP spender. And free HP spender gives us 3 HP that will count as spent that will f.e. pump our Relentless Inquisitor up, or any other thing that depends of spent HP - like Sanctified Wrath wave. Also let’s remember that BoJ is physical, not holy - not affected by mastery. Another point for EP.
Blade of Wrath literally doesn’t make sense over Empyrean Power even for single target right now, only with this conduit I suppose. Top simming DPS build for me at least is Empyrean Power + Sanctified Wrath. So AoE build is also best at single target too. The differences are absolutely minimal if I did BoW + Crusade, but still - AoE build wins (by like 10 DPS lol) at single and you don’t lose AoE, so overall DPS when some trash is running around will be MUCH higher. And I don’t even have Tempest of the Lightbringer, because that would probably decimate this poor single target build.
There is no justification for single target builds right now IMO.
Empyrean Power ist’t necessarily much better for AoE or HP spender mechanics than Blade of Wrath. BoW generates extra HP almost equivalent to the saved HP from Empyrian proccs. Just the 25% DS damage bonus from this procc is a little bonus to AoE. Probably someone should sim a cleave fight to see the difference.
Or see lack of difference in that case. But there are no sims for 5 targets afaik. Because that’s the scenario we want to check. 3 targets is pretty rare to be honest. It’s mostly 1 or 5+.
Well, when I’m siming Beastlord with 5 bosses, there is almost no TV used, just DS spam mostly.
BoW: 7058 dps
EP: 7126 dps
EP/Zeal: 7230 dps
But I did this with BoJ conduit and Sanctified Wrath + Divine Purpose talents in all cases. I guess without that conduit, the EP build could probably be lower then since there is no other “AoE-friendly” conduit I think. Maybe the covenant conduits from Venthyr, Kyrian or Nightfae… idk.
Btw, according to my sims there is no difference in the number of Sancified Wrath ticks, no matter if I choose BoW or EP.

It’s good that it’s so balanced actually so anyone can use whatever feels best and won’t be punished for that. It’s actually shocking that even Fires of Justice that looks like basically dead no-go-zone talent sims pretty well too. Nearly any talent composition is viable from DPS point of view.
Yeah, which is pretty interesting too, because every secondary stat is basically equal for Ret. Talent and stat-wise Blizzard did shockingly good job, that I have to admit.
