Is Precognition still in the game, was that once a PvP Talent for all caster i am not up to date, or is it a crafted item

Google just show me the spell on wowhead no comment there succes how too get it, i was trying too craft it but i only found
#1 if you where in cc you get haste and
#2 if you aply cc you get main stat boost
That was all that have a pvp boni rest where pve stuff
So far i only have seen shamis with this
Well it’s an embellishment (optional crafting reagent). Think if you jsut type ‘precog’ in the auction house, it should pop up. Near every caster runs it
