I have never checked out the level of the people advertising in LFG. If this is to curb that then

But then what about people who need help in lower level quests?.. BfA has a lot of those.

Maybe people will be more involved in communities/guilds this way?
I’m always happy to help people out with my Hunters or Locks on Alliance.
They can type in general chat to others around them, or ask in guild, or friends etc.

Sadly they will just hit it up at 60 instead though - raid boosts and so on 
At least it stops the use of lowbies to advertise.

This will make absolutely zero difference.
All the WTS groups currently listed are 120 characters.
Also a current <120 character only has access to make groups in irrelevant sections, such as Raids - Legacy, questing and custom. They can not create groups in relevant sections that are hard to filter out.

Personally I think this will do little to combat boost spam. And I foresee it being annoying to me as I use the group finder to set up unit frames on new characters and to group with myself occasionally, typically for shenanigans. It could also make some group quests while levelling impossible to complete (not that a lot of people seem to use it while levelling but it was potentially an option).
Does that mean we can’t use it for things like the ICC lockouts anymore?

The only thing that will combat boost spam is if they start handing out week long account-wide silences and then month long silences Then if they still do not get the message, start handing out week bans, month bans and then permabans.
But also make it per vendor, so if someone is spamming for one vendor then you will still get a ban based upon that vendors ban state.

That was the suggestion from some of those commenting on this on Reddit. Although I don’t think it will be a problem if you have multiple WOW accounts.

This will only stop the irl money website spammers, they are usually on low lvl characters.
So around from the 20+ tab we gonna see 15.
