Priest: Blade in Twilight

For some reason i can’t turn in [The Blade in Twilight] quest. the npc isn’t near the statue. the quest marker says its somewhere down, but when followed all the way it ends up all the way below the sea under Dalaran.

Nor is there a portal to [Netherlight Temple].

I am having the same issue. I think it may be due to the Dalaran phasing and Moira being there - unfortunately she isn’t taking my quest, too worried about her dad!
