It was just datamined change to PvP talent Thoughtsteal. It would interrupt the target for 0,5 seconds. If you interrupt spell this way, you can reactivate it to cast the spell. It is on 40 sec CD.
With that high CD and that short spell lock, it would make the worst interrupt of all classes, but the option to cast interrupted spell makes it interesting. I would certainly love to kick Cyclone to send it back to Druid’s face.
It is not added to to PTR yet, so it might actually never come live.
