I have primal instincts trait but not in my outer ring. It’s in the second ring. When I press aspect it doesnt give me a barbed shot proc, but when I change gear and use a piece with primal instincts in the outer most ring it does. Is this an intentional design mechanic? Or is it a bug
Yeah that’s not intended although this is Bugs for Azeroth so it shouldn’t be too surprising. Try reset the traits and pick it again.

Traits tend to bug, or not work at all. That’s just Blizzard for you
