Which is the lowest level instance that has a chance to drop a Primal Nether?
I need one on my level 66 alt for the goggles.

Shattered Halls has a small change to drop it on normal mode

All of the lvl68 dungeons have a chance of dropping them on normal mode. I got quite a few from Steam Vaults when I was farming CE rep.

i got one from blood furnace normal on my rogue when i was lvl 62, i think all the normals have a chance to drop it but its very low, ive seen maybe 5 total from normals so far

I had one drop in Old Hillsbrad Foothills Normal once.
I believe it can drop in any instance that gives Rep all the way to Exalted. That is, Sethekk Halls, OHF and all the 68+ instances.
No. That does not show actual drop rates. It combines drops from heroic and normal mode and lists an average from those kills. It’s 100% useless as an answer to what the op is asking.

If the OP bothered to check Wowhead he could easily see which instances drop it.
Filter by level and voila, Ramparts. It’s a start

Once again you are wrong. Ramparts only drops them on heroic difficulty.

Not worth. Drop chance too low. I did like more than 50 dungeons and only 2 times dropped. If you want to level by dungeons you can have luck. But doing normal dungeons to drop it its not worth.
