Anyone point me at the talent thats making this happen?

Do you have Ascendance proc talented? When it occurs, it launches Lava Burst at all targets affected by Flame Shock.

Aren’t you necrolord? Aren’t Covenants skills still active 'till tonight?
You have Deeply Rooted Elements, when this procs you enter Ascendance which in turn automatically casts LvB in each target you have a Flame Shock active.
