TDLR: I started Stormheim ages ago, completed some of the quests, but then stopped. I came back to locate the quests again, but I’ve spent about 8 hours searching different locations for low level quests and there are none that I can find.
Any suggestions on how to complete the zone?
It’s pretty simple, check which storylines you have completed, check on wowhead where unfinished storylines are starting and follow them from quest giver to quest giver untill youll find proper npc.
It is very important to click magnifying glass on your minimap and check “Trivial quests” because without that you won’t see any quests on minimap.

Wowhead tracking tool to the rescue!. You can load your character, choose a zone and it will show what quests you haven’t completed in there and where to find them. In that link I already loaded character you posted on.
