I have a basic version of WoW the War Withih and on the right side of the screen it shows a boost up to level 70 which I can’t use because of the account update reason. the game was donated from another region. does this affect the problem?

Possibly, certain features are disabled if you’re from another region. e.g. cannot use boosts, wow tokens (fully) etc.
