Problem with TW item & Vendor

I did today my 1st TW and i received the item for 500 badges. WHen i went to the Vendor in the Ashran he was not there. Then i deleted the item. I did 2nd dungeon the item didn’t drop.

i did 5 dungeons for the Oribos quests and got hands with a socket. But neither the item for 500 badges dropped again nor the Vendor came. It is still missing.

Are those bugs?

Still not fixed and I can’t see any response from them to acknowledge the issue.

I still got the item in my bags but i didnt get the quest. and when i click it i get the message “you don’t meet the requirements for that quest”
