The next Forsaken leader is actually Arthas Menethil, except he’s a Forsaken Arthas Menethil from an alternate timeline where Jaina became Lich Queen instead of him.
How does he get to our timeline? A number of Menethil Loyalist Forsaken (who are displeased with Golden Calia) do a time heist. They call it a time heist in game, because it’s a funny reference.
Next expac after that is AU Forsaken invading our timeline to get their leader back because uhhh what the hell guys???
Mannequeen will never rule! She gets to be the council representative gradually whittled away as the Horde keeps doing Bad Guy stuff in future expansions for reasons™. Year after year her despair grows, her faith tested in an environment antithetical to the thee virtues, all her bridges to the faithful burned and littered with corpses.
And that is why she suddenly flips alongside the Lightforged and Liadrin’s disaffected knights and becomes a raid boss in service to High Exarch Prophet Yrel when her army crosses space and time to purify another reality.

I’m pretty sure the broad thematic retreads will continue in future expansions. We’ve had the BC/Legion demon content, Cata/BfA old god/naga content and now Wrath/Shadowlands Death theme.

In two expansions time Blizzard will still be trying to make the lightning-in-a-bottle that was the first iteration of their Borrowed Power system work again while overlooking the obvious qualities - the fact it was a mixture of a big, flashy, flagship ability with a place in your rotation as well as numerous small boosts that made your class feel more powerful?
