Is the purple disco bear skin still obtainable with current keystone master achievement? If it is, do I need to complete the balance of power first or can I do it after the achievement? Planning to level up a druid for mythic+
I believe you need balance of power to acquire this skin, as someone from wowhead states.
“As of 11/28/2016, this achievement does not unlock the artifact appearance without the “Balance of Power” appearance (first appearance in the row) unlocked, so it looks like we’ll have to wait for Nighthold.”
So if I somehow manage to get the keystone master this season before the balance of power, im locked to get the skin until season 2 starts with a new mythic+ achievement?
No, if you have the mythic achivement now, then once you finish balance of power quest, it will auto become available.

you need to have balance of power unlocked to use the skin but you can unlock the skin with +15 times beforehand. me and many others done that in legion too where we got +15 times before nighthold and therefore balance of power was even available. we could not use the bear until nighthold released and the questline was ready to be completed. hope this helps.

Thanks guys. I hope the current achievement still work for the skin. I heard it did in BfA.
They do, got balance of power and second skin few weeks ago, the only skins not available are the ones through the mages tower which was removed from the game. Also will need to get rep from one of the factions to complete balance of power questline (cant remember which, someone will probably know)
