If i’m not mistaken here, PVE gear is better than PVP gear in world PVP.
Warmode off, PVE gear appears to be vastly superior to PVP gear in world PVP.
As someone who PVPs, why are we losing to people in PVE gear? The whole point of setting up this little boundary is so that the PVPers do better in PVP… Why are you letting PVErs win over PVPers in PVP???
Someone was saying “it auto scales up!”; err no it doesn’t. Maybe it does it warmode, but i can 100% say it doesn’t in world PVP outside of warmode.

You can still turn on/flag for PvP on Warmode off shards. Its the same system you had on PvE realms. But you can only be attacked by other flagged players and attack other flagged players as well.
It scales in Warmode once you engage. No idea how it works in Warmode off layers. Just turn Warmode on if you want to WPvP.
It isn’t the same thing, but with Warmode implemented in BFA, flagging is more or less redundant except for a few specific situations. You flag via your character portrait (like in the screenshot), whereas Warmode you turn on or off via your talent page.
The only point in flagging in Warmode is that if you are not flagged for PvP , you can’t be attacked in “Friendly” zones (faction cities) unless you engage first. So if Horde raid Stormwind and I have this off, they can’t attack me, even if I have Warmode on. Unless I attack first. In other zones you are fair game to the enemy faction regardless of whether you flagged or not.
With Warmode off, you can still flag, which will make you yellow to unflagged enemy faction players instead of orange and if they flag, they can also attack you (flagging themselves in the process, and at that point you appear red to them). But with Warmode off and flag off, you can’t be attacked by other players ever.
If this makes sense? I think its just a left over feature that had a purpose mostly for people on PvE realms if they were feeling like WPvPing.
