Well depends on how serious you are, I would suggest looking at Ellesmere’s website, aka highest score holy paladin. He has a dedicated website completely dedicated to playing holy paladin on mythic plus. Not raids, not pvp, ONLY mythic plus and I take everything he says as they are.
You need 22% - 25% haste. This is your first priority. Its mandatory for Glimmer build. You don’t need more than 25% haste.
Then you need 40% critical strike chance. It allows holy shock to reach 70% crit chance, which is the sweet spot for most crit builds. Also allows 100% crit chance during wings. More than that starts to fall off.
Your next stat after these is versatility. Reaching 40% crit is not easy, so if you have haste + versatility items, keep them for now.
Mastery is your least useful stat, even behind intellect, haste beyond 25% and crit beyond 40%.
Yeah, you are correct. You would need 470+ on every gear slot and some corruption. You can reduce your overall stat priority if you think you can’t reach those numbers. As long as you have 22-25 haste and 30 crit, it should be fine so long as you stay away from mastery. Versatility can replace crit until you eventually replace it with crit.

For m+ very simple. Haste to 20% then stack crit. Never drop more than 10 I levels for stats. If you are lucky enough to hit 40 % then stack verse.
It is very important to hit that ,20 % haste without it your healing will feel very weak. Same again for the crit. If you don’t switch to stacking xrit your heals will feel very weak
