Because all PvP requires is just good class design/gearing and it has infinite replay value. PvP doesn’t require new content because playing vs other people is the content
PvE requires vastly more work because it has limited replay value. Once tiers are finished people quit. It’s really easy to keep PvP players happy. Design classes well and give solid rewards. It’s not like PvP hasn’t had tourneys for years. I’m glad PvE actually got something that does have mass replay value (M+) but it still does require new content eventually. But raiding is so finite. Plenty of guilds want to just clear the raid then quit or just do sells after. There’s no point to spam doing the raid over and over once you’re geared from it. The bosses are trivial after you’ve killed them for the first time.

Honestly, Blizzard would benefit from turning WoW into a 100% PvP game and dropping PvE altogether.
They’d save so much money on not having to create new assets for expansions, new maps, hiring famous voices for their lore characters.
A new WoW PvP expansion could basically be made without a single new NPC added to the game, and only a handful of small instances maps.
PvE is an aimless time sink. The gear you earn is outdated a few months afterwards, whereas your shiny PvP elite armor set is a timeless display of your skills in battle.

They started pruning spells when 5 button MOBAs became popular: they understood that they could reach a new market in the instant gratification crowd of uncommitted gamers.

No wow wouldn’t be better off dropping PvE and going all in on PvP
Tab target games suck in PvP content.
And no lol didn’t appeal to the instant gratification crowd. League built a 100% PvP game which someone can jump into at any time and participate in PvP on equal grounds to 9 other players.
Games PvP system is built on skill, knowledge and team work. Wows PvP is built on who’s better geared.

The faction devides dying, PvP community is dying, PvP content is getting less, PvP is becoming more and more imbalanced, still no sustained class design, still on basic levelling each expansion launch
Blizzard are doing nothing about the problems things like corruptions have caused in PvP, they aren’t doing anything about the class designs, nothing about the classes which just outright dont work in PvP environments
While PvE raiding and more is balanced almost constantly lol.
Every class works in PvP they make sure every class is viable in PvP they even nerf to content until it’s done with every class 

Say that to shamans who’ve spent what? 4 years now with 0 survivability. And still being refused changes. Or Paladins that still have 100 problems
If blizzard dropped pvp the entire player base would become happier.
It’s like getting rid of all the depressed people and making society healthier in total

The problem is
PvP players don’t want PvE players in their game. They want the 2 modes to be completely seperated. And on the majority 2 different communities
They don’t want to do both but the game forces them to.
You know why people put butter in their coffee ?
Get rid of raids they are all depressing and only create conflicts.

BDO is more action combat than tab targeting. I absolutely loathe the combat system, it doesn’t resemble that of WoW’s in any way, shape or form.
League of legends, and other MOBA’s for that matter, have certainly contributed to the decline of PvP in MMO’s. You don’t need to do endless questing, dungeon runs or raids. You queue up for a match, and you’re all set for PvP. It’s no coincidence that PvP declined in every MMO after MOBA’s became popular.
