Yes there is a manual fix " /run PVPQueueFrameCategoryButton2:SetEnabled(true)"
But lets all log a bug report, and make a statement…
If PVE was affected, it was already fixed 3 days ago, before it even occurred.
Go to: Menu → Support → BUG Report.

Has blizzard made any post regarding this? Can’t find anything. I wanted to attempt some solo shuffles 
You can soloQ with the commands, queue are popping up for me. But only people who actively know about this command.
Will give it a try this evening, thanks for the /command thingy, will give it a shot, however bit odd that there’s zero response on blizzards end, oh well.
Please also make a bug report. Lets make sure the DEVs hear us related to the bug! the more the btter!

/run PVPQueueFrameCategoryButton2:SetEnabled(true)
They are already aware, nothing will be done and they hope it will fix/resolve itself with the weekly restart on Wednesday.
