Definitely. Blizzard might not (be willing / able to) give in to the “Alliance High Elf” demand (beyond the Ren’dorei cumstomization), but… they know how many players would love to see more High Elf representation in the game. Vereesa’s new model wears a Quel’dorei tabard and cloak (that hopefully will be available to us) and many of the new Tier sets have a blue-silver variation - Blizzard would miss out easy fanservice if they didn’t include anything for the High Elf fanbase in Midnight.
In Silvermoon, yes You know, Silvermoon and Eversong will probably stay the same for the next 15 years. We can keep visiting and roleplaying there anytime we want. Just look at Suramar — it’s still stuck in the Legion phase!
Quel’danil, Quel’lithien and Farstrider Lodges are remnants of a scrapped old lore. Back in the past when Blizzard released Warcraft RPG the setting was quite different.
You could play only as Alliance races there and High Elves were part of it. Blood Elves were described as entirely evil people that only Goblins would lower themselves to trade with.
In WoW the Lodges were supposed to serve as Alliance friendly reputation grind group known as “Silvermoon Remnant.” It was meant to be made of High Elves that escaped Quel’thalas by refusing to agree with what Blood Elves were doing.
Quel’thalas itself was supposed to be part of a patch alongside with the early version of Outland that we can still see in the game files.
But as the time progressed the old lore got deleted, RPG manuals were removed from canon, and the planned Quel’thalas/Outland patch morphed into full fledged expansion later known as TBC.
The “evil” Blood Elf part was relegated to Sunfury only and limited to Outland. While the main Sin’dorei host in Quel’thalas was “rehabilitated” into being regular Thalassian Elves that have always lived in their Kingdom for millenia and this whole idea of them being mana hungry addicts got severly reworked.
With Blood Elves in Quel’thalas being turned into High Elves that renamed themselves to Sin’dorei in honor of their fallen brethren, the whole purpose of Quel’danil and Quel’lithien lodges ceased to be. Their entire lore got redirected back to Quel’thalas itself.
With the obvious change not the Alliance friendly High Elves were steering the ship but instead it were Horde friendly Blood Elves.
