Check the sources and wiki. It is not neutral. The Horde has no NPCs there and not even a portal path. Because the night elves would kill them if we tried to go there.
They will still be available to the horde at Midnight, you just need to talk to a bronze dragon NPC.

Silvermoon is technically the capital of all Thalassian elves (blood elves, high elves, void elves…) because they are elves of Quel’Thalas. I imagine that elven reunification will be the explanation for Midnight’s neutral Silvermoon.
As of TWW, the armistice is described as tenuous. A lack of killing does not equate a universal friendship.

Yeah listen buddy all that lore stuff is nice but absolutely irrelevant cause this is not only a matter of lore but of the players. We got silvermoon and the blood elves in BC. Would you be willing to fork over a alliance city to go neutral? We have earthen now they are dwarf or dwarf ancestors at least. Do we now get ironforge as a neutral city?
And the fact that you would not be cool with the repaired part of silvermoon to become a neutral hub but it NEEDS to be the whole land shows that you just want the pretty elves and there pretty land.
And another very interesting point is. Even if all the elves decide to now embrace the blood connections and dance around the bonfire together. Why would that automatically mean that humans or dwarfs are allowed in silvermoon?
Me saying you are my friend you can come and go in my house as you please does not mean your other friend can do the same? Maybe your nice little elven reunification will mean all elves go neutral.
Then blizz can say all elves no matter there faction alignment can enter all elven citys. But that would still mean my undead can stroll through silvermoon with your nightelve. But your dwarf must wait at the gate.
That would still be your grand elven reunification just without taking away anything. Maybe you would even get highelves. Now tell me why you as a fan of the elven reunification would not be happy with that

Blizzard has already created the beginning of Silvermoon’s neutrality, the high elves, Alleria and Arator are alliance elves who already have permission to enter or live in Silvermoon, so Silvermoon could potentially become a neutral capital at midnight for players.

Elven reunification will unite Horde/Alliance elves, so if Silvermoon or an unknown hub becomes Midnight’s neutral capital, it will obviously be accessible to all Horde/Alliance players.
And who told you that? The Blizzard Fairy? No really, aside your revenge fantasies, do you people have a source to boldly claim that a Horde city will be turned neutral?
