As I am in beta I decided to solve this issue. As stated here before I got on, I regard it as pointless.
Silverglade Refuge is in Eversong Woods in the Thalassian Reach, a spur of the zone stretching along the northern coast. It consists of two buildings, a tower and a rotunda. There are a few small tents and a wharf.
There are four named Silver Covenant present, one of whom is the flight master and I believe all flight masters are named. One of whom is Hiren Loresong, the NPC I used as an example of a potential future datamining in the Last Titan solely because he was one of the few named Alliance High Elves there in WOLTK. Another is Lanudal Silverheart from Crystalsong Forest.
The flightmaster is Galendror Whitewing, also from Crystalsong. Perhaps the Silver Covenant has entirely left Northrend, which would make sense if Blizzard wants to focus on anything other than Elves for the Last Titan.
There is one Dragonhawk at the Flight Master but it is in Blood Elf livery, it is probably the standard flight mount for the expansion, but emphasises that the Alliance High Elves are ALLOWED to be there, they haven’t taken anything.
Scout Captain Daelin is the final named NPC.
And that is it. It’s a small military outpost and almost certainly solely for a little bit of worldbuilding, a base for what is left of the SC after literally every other place they were got nuked.

I’m not so sure why we would need more elves. The WoW elves are all the same but in different colors. Elves in other fantasy worlds stand for dignity, knowledge, wisdom, strength and community. WoW elves are more like the vampires in Twilight, they sparkle and all they have is drama and the behaviour of teenagers.

But a peaceful protest for the “last” flavor of elf to be added isn’t a bad thing, in all fairness.
She was incorrect in so far that she was basing her observations on how the game had displayed the map up until that point but, yes, she was wrong.
However it is at the extreme edge of the zone. Literally. You go any further and you are in the sea. And it really isn’t any kind of settlement. It’s a military outpost and a small one at that. Perhaps there will be a narrative hook for it later on, but at the moment it looks like a bit of worldbuilding at best.
