I don’t really like that idea, to be honest because it swallows High Elves into the issue of being absorbed into Human society. It’s no different than the terrible idea of them sharing SMC, aka - being absorbed into Blood Elf society
I’d rather High Elves be a strong independent race and have Shandaral in Northrend, be their capital. Combine ancient Highborne structures with modern High Elf Arcane Spires, since both sectors of Quel’dorei (Shen’dralar and Silver Covenant) are on the Alliance.
But you have to see it from our perspective. The game is built on two factions, Horde and Alliance and we were kept apart for the longest time. The character and appeal of the faction rests on what they have that is unique is to them, and nothing is more unique than the core races of each faction. I no more wish to share Blood Elves than I would Tauren, or Orcs or Trolls. Nor do I seek Night Elves, or Dwarves, or Humans. I accept that if I want to play those races, I have to accept the faction they are on. Substantively, nothing differentiates an Alliance High Elf from a Blood Elf, so there is no way of providing them as is without degrading the Horde or sharing the High Elf fantasy with the Alliance, and the Blood Elves are the High Elves of the Warcraft franchise.
Attempting to turn Void Elves into ersatz High Elves, which is the other option pursued, violates the core fantasy of Void Elves as well. Basically, there are no good options for Alliance High Elves without stepping on someone’s toes and damaging the integrity of the game. This is why I believe that what Blizzard intends is to retire the Alliance High Elves in Midnight. Not get rid of them…just have them ‘go home’, still saying they are loyal to the Alliance but that they wish to rebuild Quel’thalas after the void invasion and then they kinda of fade out of the narrative. Without Dalaran to move them around, it is much easier to leave them behind. We have circumstantial evidence from the beta that suggests that is where they are heading. After all, think of all the peoples we have met in the various expansions whom we have left behind as we progress.
That is what they face I think.
And then they’ll make a big deal out of adding them in the alternate timeline of classic+ which I expect to be announced in September at Blizzcon. And they’ll be a bigger announcement precisely becasue they won’t be an option in retail.

everything stopped after BFA because Blizzard was busy promoting the new allied races…but also, Night Elf fans wanted something so they created a Night Elf vs San’layn Arc during the Alliance War Campaign, which made no sense.
The Silver Covenant and Vereesa should have been used for that San’layn Arc of the alliance war campaign. The issue wasn’t the Horde story in that…the San’layn were great to see again. It was down to the alliance narrative.
I get that, but I still don’t think playable High Elves need any sort of things from Blood Elves. Hell, they could even use Night Elf models if they wanted, like the old SMC Guards and some cover art for TBC, at the time had a female blood elf, standing like a female night elf.
