Quest "Dress to Impress" in Freehold not giving required disguise

Hi all,

I’m trying to do the quest “Dress to Impress” in Freehold. After starting, my character is not receiving the required disguise to talk to the pirate recruiter.
The quest can’t be completed. Known issue? Something I can do to work around this?
