I have a known problem yet I can’t seem to find the solution. My 51 chaman is a boosted character (ex-110 in BFA) and I want to start Legion content for transmo and class mounts. And also get a Hearthstone for Dalaran.
The command board in SW doesn’t give me the Quest “The Legion Returns”. I tried to fly to Dalaran from Azsuna but there’s only water and no city. I tried finding Lee, without any success.

Have you tried speaking to “Archivist Elysiana” in Legion Dalaran? Does she offer the option to replay the intro experience for Legion?
Did you boost now? If so did you open your survival kit? I wouldn’t be surprised if the Dalaran Hearthstone is in there.
@Ferumiac: Legion Dalaran doesn’t exist as Khadgar didn’t transfer the city.
@Chronormi: I boosted a few days before SL arrived. I can’t remember if I had this survival pack. Anyway, I don’t have it in my bags, nor in my bank, nor my in the restauration item service.
