Returning player and planning to quest once TWW launches. Now I am curious if I can quest with my friends of a different faction? I am primarely meaning open world quests and not World Quests/Events etc.

No, I’m afraid not.
You can have cross-faction parties in instances, but not in the open world.
At least, AFAIK. There have been no announcements of cross-faction parties.
The rules for TWW are in place now, today. That’s what pre-patch is really for - testing the application of the new basics and letting players get used to them.
So fer shoor, if you can’t do it today, you won’t be able to in two weeks.
