Playing as Havoc, should I go all in for Gushing or Versatile in PvE raids?
How should I set up my corruptions for PvP?
And I assume for Mythic+ I should go heavy on Twilight Devastation?

In m+ you usually want double slappers (Ra’den weapon) and Twilight Dev rank 3 and rank 1 ineffable truth. If you still have room for more corruption you could add a stat increase (versa, haste, crit) onto that.
Don’t let streamers and very high ranked DHs fool you, some of them mostly use versatile but at these key levels 25+ you may have issues with survival so it makes sense for them.
