Question about population

Hi there

I’ve been thinking about creating a new char in a more populated server for WOTLK Classic, but I’ve found that Gehennas is practically 100% Horde with almost 19k players and it’s a PvP realm. (I play in Golemagg)
So here comes my question: If the full server is Horde, how BGs and arenas work?
In Classic servers are not vinculated as they do in retail.

Thanks a lot. Maybe my question is stupid, but I don’t really know.
