This NPC sits here, and his quartermaster nearby suggests that I should do tasks for his favor to raise reputation. Yet, there are no tasks given. I googled, and it seems that vital quests have been removed for some reason. Entire quest line is inaccessible? Is Wrathion there inactive, and is his quartermaster asking players to do tasks for him, tasks that have already been removed by the developers? It is really confusing.

I remember this well. Mists was quite a successful expansion, and retained players very well, until the long. long 5.4 patch, when so many people dropped out until the next expansion.
As a FOMO measure to try to force people back, the devs inserted a long-ish campaign to earn the Legendary Cloaks from Wrathion, and they said that this would be going away after Mists, so re-sub and do your chores if you want your Cloak!
And they kept their word about removing the tasks to get the Cloak. They did not keep their word about making the Ordon Sanctuary available to those who had not got the Cloak, though.

In this case, it would be logical to remove those NPCs because, at the moment, they only cause confusion for players, and their presence there seems to be completely unnecessary. It is really weird to remove quests but leave quest givers there asking players to do the tasks.
