I’m wondered why it random locked and unlock tmog?

I had 5 need tmogs from them and farmed souls. How I can understand why it locked?.

also “twisting corridors” Ve’nott’s covenant mogs very locked. No idea how unlock it. I think need rep Ve’nari?
