I wanna race change some chars, will I be able to unlock the heritage armor of the new race or I have to make a new char?

When change race and quest auto you pop for heritage armor
Depends on whether or not it’s an Allied Race.
Allied Races must be leveled 10* to 50 normally (no Level Boost, no Race Change or similar).
Regular Races Orcs, Humans etc. only need to be level 50, doesn’t matter how they got there.
I’m doing every Heritage Armour questline as my final Bucket List item. I found I had a Level Boost from the last expac purchase and used it to make a level 70 Undead and got that one.
But for the Allied Races I have (two left, Vulpera and Zandalari, I’m leveling through Pet Battles. Slowis but nice and easy, stick on a podcast and work away.
Edit * minor tweak, Alled Races start at 10, so 10 to 50…

actually i wanna go from human to kultiran and another human to LF draenei.
As both Kul Tiran and Lightforged Dreaenei are Allied Races you’re out of luck for both of those.
You’ll have to level a fresh one of each. Only to level 50 and the rep requirements are gone too.
This character was a Tauren before going Vulpera in BfA, and it was eligible to grab the Vulpera heritage quest.
Think Blizz dropped the need to level it from scratch, with the only requirement being whatever the minumum level is… so race changes allow to grab that race’s heritage.
