Blizzard has this written as one of the restriction regarding race changes currently in the classic game:
“Not available for classes that only have one race option within their faction (druid, blood elf paladin, draenei shaman)”
Will there be options for me to change from blood elf paladin to tauren paladin when cataclysm launches?
Do I have to level from level 1 as a tauren paladin?
A blue post confirmation would be highly appreciated?
I believe it works (but cannot guarantee it), it seems like Blizzard just hasn’t updated their info. If you click for more info and end up on the webpage, you can read about race changes in WotLK and retail, but not Cata. Which supports my theory on it just being an oversight.
I changed my draenei shaman to dwarf earlier today, btw. Even though it says you cannot race change draenei shamans.
Blizzard not updating their tooltips, shocker… 
I had to ask because the tooltip says something and does something else (and it cost IRL money).
Yeah I know, I was a bit hesitant myself since I have been unable to use purchased services through Battle.net before, without refund. But I saw worgens in full BiS ICC gear and figured they managed to race change, so I decided to give it a go myself.
