I want to race change one of my characters to a lightforged draenei, but I still want to be able to use their heritage armor. If I create a new character as a lightforged draenei, level it to 50 and do the heritage armor quest, will I be able to use it on the character that I race changed?
No, you have to level up 1 char manually first.
Yes, providing you unlock the heritage armoir on 1 char via levelling it manually you can then race change and have access to it.

Yes - you can only unlock the set by leveling a Lightforged to 50. The set is account wide after that, and you can then race change a different character into an LF and use the set.
This applies to every allied race and their heritage armor.
Yes, unlocking the heritage armor on one character is enough, you can use it on others of the same race. I do have multiple LFDs myself.
