Does it have any negative impacts on your charcter if you race change within the same faction?
I know faction changing can reset a bit.
No, most of the impacts from faction change are limited to just that, things like the war campaign is faction locked, not racial. So quest/guilds/reputations don’t change.
You will need milking less often though, unless you change into a male blood elf.

The biggest issue with race changing in the same faction is you’d still be in the Horde.
Race changing just changes your standing reputations with some factions iirc so if you were a human and race changed to gnome or orc you would be exalted /w them instead.
Can’t recall which mounts change over with it either, they should have a list somewhere covering most of it.
Also you might as well race change in SL esp if you plan to do PVP, racials are going to be macho important now that freedom trinkets are becoming an item again.
Only if you racechange to a draenei. Because then you’ll be ugly and suck. 
Draenei are not ugly, well, males are, but I do not even consider them draenei.
And goblins aren’t greedy.
