That is simply your assumption and opinion, as that isn’t the only thing that can happen.
That is just parroting, the WoW community sins of echo chambering concepts and ideas.
PvP has development put into it even when it’s not necessary, as the PvP talents (which I think shouldn’t be), a gladiator mount each season alongside vicious mounts, PvP itemization (the 9.2 PvP trinkets for example) and tuning (the change on how PvP gear works in 9.2), world quests, additions and adjustments in battleground and arena maps (Arathi basin and Warsong ended up pretty nice), achievments, etc…
The biggest problem with PvP in WoW is how mishandled it is by the developing team.
The big overarching changes for the whole game: “In PvP encounters it’s effects are instead X”.
I don’t know, like… Rogue’s blind, monk’s paralysis, mage’s polymorph…
Not to mention that the game plays and feels much better when it functions in a holistic way, thing that has been acknowledged by the devs after what they did with Legion’s PvP, which frankly was a gigantic mistake followed by BfA’s also failed PvP system.
Simply put: No player should get their character’s race perks ripped away, nor any other component of their character just because that would be an easy “fix” instead of doing proper balancing and giving work being put into it, because otherwise… It would be lazy and unprofessional.

I just gave a simple to implement solution. Other options are welcome.
As for my opinion; yes. And I doubt it will change because I simply don’t care for PvP and do not want it to dictate how things are done in PvE.
No. Not at all. That is what I truly believe and have believed since the dawn of WoW.

In the case of PvP I simply disagree.
I don’t think it’s ‘worthy’ of a large use of developer resources. And honestly; from what we’ve seen in the 17 years that WoW has had PvP; neither do the devs.
