You are leaving a wing that is still in progress? That’s the only way to get a penalty. You are deserting and they will have to find a replacement for you.
However, if you complete the wing and all bosses are dead, you definitely shouldn’t be getting any penalty.
Earlier expansions you did not get penalty when leaving before the bosses you already killed. That’s because you might be randomly placed into a half-done raid, and you didn’t have to do those bosses again when re-signing.
Now you are getting the penalty. If it is intentional they need to stop placing people into half-done wings.
I think we are misunderstanding each other. Completing the wing is killing all the bosses. Regardless of whether a player has killed them before. The player’s kill status has nothing to do with completion of a wing.
If you go in kill one boss and leave then you do indeed get the deserter penalty UNLESS it was the only remaining boss.
People are leaving prematurely and the groups have to be refilled. The penalty is applied then yes.

I don’t necessarily agree with you or the system. The change was brought in after people complained of players leaving dungeons after one boss, or a specific boss dropping desirable loot, in the past leaving after a boss had been killed or being present for a period of time would lessen the deserter buff or not apply it at all.
I tend to do repeat wings last after I’ve done any others. That way when I leave I don’t care that I get the deserter buff.
