Depends how it is implemented, but a step in the right direction. (Maybe).
To gear up slow and steady if that is what you prefer, but always have a goal and know you will reach it. Not RNG-bonanza, not knowing if you ever will get something.

I hope it happens. Would be very happy to know that Blizz have recognised that players are demotivated when they perceive a grind to be hopeless, and motivated when there is a route out of their bad luck streak.

Just increase the drop rates damn it. No more timegated systems to keep ppl subbed! STILL NO TIER DROPS!!!
They also need to change how Mythic/M+ dungeon gearing works too imo.
Having a piece with 12 levels to it is just stupid, just make it 4 levels equivalent to raid levels (LFR to Mythic) and adjust the amount needed to level an item so it still is a work in progress for the player.
