i did blackwing lair on a paladin and wanted to get a transmog set on my priest but wasnt locked to the raid on my priest 
is it a glitch or has blizzard finally changed the raid lock for older raids or all raids?
both characters are on same server
It’s been since the start of the game that raid id was connected to just one character. You can farm the same raid with as many alts as you have.
not when i tried same thing just abit over a month ago. it was tied to 1 faction and per server
So you had bug back then, because since vanilla raid id is given only to 1 character. 1 per server is ability to make Demon Hunter, then yeah, you can make only 1 per server.
Any raids prior to Siege of Orgrimmar work on a system similar to how mythic raids work. They basically work on an ID shared between the whole team that was there when doing the raid. But it doesn’t lock your whole account out of doing the raid that reset.
Any raid from Siege of Orgrimmar onward, minus on a mythic difficulty, work on a personal ID, meaning you can clear the raids multiple times, but you just won’t receive loot.
This is how it has worked since the start of raiding all the way back in Vanilla. If you experienced anything else, it’s either because of a bug, or you trying to clear the raid again on the same character before the weekly reset, which on EU side is on Wednesday, at 9am server time if memory serves me correctly.

2 days ago i did ulduar on 8 characters because i was killing boss instead of hurting him to 50% ^^ which was needed for achievment.
