So what is this feature that changes my action bar binds when I enter a dungeon? When I am outside of the dungeon in protection specc my action bar is set with the skills just how I want it to be. Joining a random dungeon as a tank (still in prot spec) shuffles my skills on the action bar (specialization loadout is the same as before). How to disable such feature? It makes tanking dungeons impossible when I have to rearrange the skills back to the action bar before we can start the run. The problem persists after every dungeon run, when I get teleported out of the dungeon afterwards the skills are at the original spots and when I enter dungeon again, the abilities are shuffled again. -_-’

That sounds like some addon causing it because it’s definitely not part of the default UI.
