"rare upgrade?"

Just as the title says, i did a quest and then i recieved an item and it wrote on the screen “rare upgrade available” or smth like that. The item has a blue border - because it’s rare obviously- anyway, the thing im troubled with is the “rare upgrade thing” whats that supposed to mean?

There’s a chance when you loot an item that it upgrades into a more powerful version, when that happens, a toast window pops up and shows that the item upgraded.

what Shammoz said, quest rewards can upgrade as well.

So can BoE Blue items from Rares, the ones from Northrend rares do it.
