Is there an accurate way to determine the active population of a server? 3rd party sites all contradict each other and the realm selection screen in game only offers generic terminology (New Players, Low, Medium, High and Full). It would be nice to know how active a realm is when creating a new char. I know things like sharding and War Mode affect the players you see in game but knowing how active a server is would help.

Accurate ? No.
All they can gather are the people reporting for their servers & dragging along the people in their parties.
If you don’t join the party of people who will log their run then their tools will skip you altogether afaik
High and full pop should be your safest bets altho it heavily depends on what you plan to do upon reaching max level.
