Recraft skill points

So i have been filling some personal orders and doing recrafts for them to get rank 5 items.
The thing i realized whenever someone send me same item with same rank mats my skill point to craft it is increasing.
For example just crafted something with 350 skill point required for rank 5
At first craft i had 307 skill points with rank 3 leather and rank 2 rest.
for recraft i had 326 skill point with everything rank 2 mats
2nd recraft was 342 skill point again everything rank 2.
Sadly it proced to rank 5 so i couldnt see if it would guarenteed rank 5 with same mats next recraft.

Is this how it is work ? Like can i always get rank 5 with enough recrafts or there is something im missing ?

Higher quality mats give bonus skill its like 25% extra skill of required skills if you provide highest quality mats. this quality is baked into the crafted item so recrafting an item with already highest mats gives more skills
