2% is not much but you managed to “un-nerf” fallen crusader in pvp so maybe you can do it with this one as well.

I think this is a bigger issue than UH pact since it burns a rune every ~15 seconds

They did it in BFA when UDK was strong, cuz RDruid chads complaint that they had hard times to drink. UDK prevent it with epidemic.

Well epidemic got nerfed to 20 yards.
Druids are the most overpowered healer in SL.
Perhaps it’s time to unnerf the spell so we can have some talent diversity on our 2nd roll.
