This is a serious issue while doing Researchers under fire, I am in War mode OFF, I did not use /pvp, flagging for PVP should be impossible, opposite faction players should be hostile and invulnerable.
I remember this exact issue being fixed back in Mists of Pandaria on Normal servers because people would grief stand in AOE abilities to force flag players, and the griefers got banned.
Why is it back?
