Removed/Missing World Quests from BfA

This may sound strange, but: I collect Quests!
To be more precise, I make screenshots from any quest in the game (with the exception of the one or other utility quest), to still be able to reexperience the story even when WoW is shut down one day.

World Quest do not offer much of a story, but some have tiny details I don’t want to miss out on. It is also exciting to collect them since they are random but still frequent.
I collected almost all WQs from the main continents, with the exception of Kul Tiras Horde (I plan to farm Service Medals some time next year).
My characters at 120 with unlocked WQs are one on Alliance and two on Horde (I switched the Horde main mid-expansion).

However, the following WQs never appeared for months:

  • Tiny Terror - Zuldazar, Horde * (Done, it appeared on Dec, 11 at 4pm, but only on my old Horde main who did all Zuldazar quests. I logged in daily with it for a few weeks now)
  • Scrolls and Scales - Zuldazar, Horde * (No more issue, I know now it will appear on my Horde alt)
  • Stopping Antiquities Theft - Zuldazar, Alliance (Both, according to WoWhead)
  • End Their Vigil - Tiragarde Sound, Horde (Both, according to WoWhead. However mobs are friendly to Alliance, also according to WoWhead.)
  • Any regular non-rare World Quest in Vol’dun on Alliance side * (Probably another strange bug on my Alliance main, we’ll see once I unlocked WQs on my alt, which I want to delay until after I finished all leveling quests)

* I already played these WQs shortly after BfA-Launch, but without making screenshots to focus on the game/story.

Have you played these WQs lately or were they removed/never implemented in the game release?
If they only do not appear for me, are these a bug or are there requirements to unlock some WQs?

edit: I now was able to clarify most of it. Except for “Stopping Antiquities Theft”
