I’ve never understood why mediocre gear, which could be pretty nice to have and strife for at the start of a patch, is locked behind such high renown levels like 19-20. What’s the point of making gear that most people will find useless by the time they reach that high renown?

I’ve never really understood it either and it’s been something that has nearly always happened in the game. Now I just treat them as transmog options.

My guess is becasue it was never intended for “us” to begin with, but rather as a mid to long term goal /reward for casual /open world gamers who don´t normally have easy access to champion level equip.
Wheras putting it behind a lower renown level just makes it a “Must farm” for the tryhardiest tryhards, who will just throw it away at the latest a few hours after the season starts, anyway.
That’s true, now it’s account wide, an alt that you start late in the expansion will be able to benefit for a change.
They have always done this, even as far back as WOTLK. The borean tundra rep vendor in the fortress has lvl78 gear that you’d never remotely come close to having the rep for until long after 80.
At least with Warbound renown it stands to reason it could be catchup gear for alts, but I think that is also unlikely in a realistic situation for most players. It’s the sort of gear that becomes obsolete before you can earn it. Sometimes they do hit the marker though, they don’t always miss.
The cata version of this system was the best.
Could just slap on a tabard and spamm dungeons until you had enough rep for the items.
That’s true, and I do think it’s an improvement. However, remember that your main will also acquire Warbound gear from dungeons, raids, and other content, which will still be better than the gear you can buy at the Renown Quartermaster. So even though it’s an improvement, the surrounding systems have also been enhanced, reducing its overall effectiveness.
I guess we’ll see how it works out.

I don’t know. Even if I wanted to get a high renown level fast, I couldn’t do it because there aren’t enough repeatable activities that yield meaningful amounts of renown. The rares are the best option, but even that takes longer. By the time you get to renown 19-20 that way, the 1% will already be raiding mythic.
By the time we reached those renown levels in DF we already had equal or better from world rewards. It might make sense in TWW if we consider them rewards for alts
Counter point, I just replaced chest and shoulders on my main with renown gear.
