I suggest looking at the idea of replacing Storm Will with Enraged Regeneration. That trade, I believe, it will help the Arms spec survival since it can be used in most challenging situations, like being under a stun or facing a caster in PVP. In PVE, you rarely use it since the normal, is tank holding the aggro.
It would be great if it was 1.5min cd in Arms since we do not have this much passive healing like fury and other classes. At least if we’re focused on a burst we won’t be melting down in a few seconds regardless of being under a defensive stance. Survival is an annoying issue in Arms, and I hope the devs try out something to help us with that.
If that happens, it will need to be removed from the warrior base talents since fury is already too good with healing. This will break the balance of the class. Furthermore, redesigning a talent takes time and requires a lot of testing. It is not like shifting another talent like enrage regeneration. I may even prefer Ignore pain at that point.

The main problem with pvp at current state is that everyone can heal a lot, and it’s re reason mostly other classes complain about fury warr.
By giving ER into arms spec, you will get a cleave dps machine than spins resisting stuns, can’t die and if it’s dying, it goes away.
I, personally think that arms warrior should have been a high risk high reward spec, by giving some more burst damage. I mean, damage of MS is great but our basics are same as Fury or Ret paladin do, when it used to be one of our main incomes of burst damge.
We know that blizzard doesn’t like one shot specs (despite of Havocs), but couldn’t we find a balance between a fun burst damage without being too op for other classes?
In the beginning, fury was insane in healing, but now it is okay. Additionally, as you have said, almost every class nowadays is a hybrid. It doesn’t stop there. Some of them almost oneshot you when having the chance, like arcane and DH’s. They got the best defence as well.
Trust me, it is not a pleasant experience to be one shoted. People will cry hard and loud if we go with the route of big damage. For now, at least, we join the herd and get some survival up to play the game. Not sure if it is only me, even though I am having all the PVP gears I can get, but when I am focused I am just running away because the pressure is too much even under defensive stance.
Maybe true, healing is not the answer, but something needs to be added to fix Arms not being able to mitigate all this damage. Maybe ignore pain or even Battle-Saccred Veteran.
by the time the healing debuff is gonna kick higher ,and it will be over. At least I’d like to have the chance to react and push them off me for a little. Die by sword doesn’t cut it.
