you basically have to do nearly all reps in the game to get the 100. i think there are only 102 or 103 reps.
recent explanations have clarified that this would not let you buy items from quartermasters on alts that were not exalted, even if main was exalted. same for recipes. this was originally not clear when blizz first announced rep changes, but they have been clear recently. clear that they ignore all we asked for reps 
Its because of Ion stupid belief that the char earns the rep NOT the real life person controlling it.
Its like char bound PvP mounts and Balance of Power questline.
So many BS reduntent things ingame just because of HIS view.

This feature is NOT working. Just dinged exalted with the Defilers and I cant xmog the tabard on any characters which dont have exalted rep.
Well are they horde and of a certern lvl ? Its not all about rep some tabards you need to be X lvl and plus thats a PvP one if i recall which works different sadly.
All chars same faction all 100-120, still not working.
Alterac Valley Exalted tabard works fine, AB tabard does not. Its a bug.
lmao such a weak change for rep, and they still didn’t get it right!!! as a note, i am currently on a 94 dwarf, and Arathor Battle Tabard is not “reded” out for me like the legion/bfa ones are (need lvl 98/110). i believe this is the equivalent of defilers for ally. so maybe its been hotfixed.
