IMHO:
When a game implements an item or mechanic that can only be obtained through purchasing or pre-ordering, it creates a “pay-to-win” scenario. In such cases, players who spend money or have early access gain advantages over standard players, who either can’t afford or simply didn’t have the opportunity to access these benefits.

Its 2 keys mate. And that implies people didn’t already use them (either willingly or accidently like my BF because…derp). Won’t make any noteworthy difference whatsoever.
If no difference whatsoever, then implementing a reset should be perfectly fine for everyone. do we both agree?
Then people get angry that they had stuff being taken away rather than Blizzard disabling it from the get go (which they have done so with the weekly world quest chests). Blizzard deemed the keys irrelevant in terms of progression.
