I believe nothing is transferable at the moment, and it’s a temporary thing. There is a blue forum post about it from yesterday:
“A few moments ago, we disabled the currency transfer function in order to address an issue with the system. As soon as we’ve got a fix for it, we’ll re-enable currency transfers.”

People were exploiting the transfer system, so they need to fix it first.
Dunno when they disabled it exactly, few days ago or yesterday.
